Getting an exit stamp does not close your file in Kazakhstan. Three things keep running after you leave, each on its own clock: tax residency runs on a rolling 12-month window, your trading account runs on how long since you last logged in, and your tenge bank card runs on how long since money last moved through it. Sort out the order before you go, and you avoid chasing a statement, a verification code or a last tenge transfer from another country.
This guide takes the three in turn: whether you are still a Kazakh tax resident, whether to keep or close the platform account, and when you can let the bank card go. It covers the Kazakh side only; how your next country treats your residency and the crypto you bring with you is not something we checked. How residency is decided in the first place (residence permits, IIN, the currency-law meaning of "resident") is in the guide for foreigners.
In the year you leave, you are probably still tax resident
Article 222 of the Tax Code in force since 1 January 2026 (Law No. 214-VIII of 18 July 2025) gives two routes to individual tax residency. Meeting either one is enough:
- 183 days in Kazakhstan within any 12 consecutive months ending in the current tax year, counting the days of arrival and departure;
- centre of vital interests, which needs three things at once: Kazakh citizenship or a residence permit; a spouse or close relatives living in Kazakhstan, if you have them; and real estate in Kazakhstan owned by you, your spouse or close relatives that is available to live in at any time.
The 183-day rule is often misread as "under half a year here means non-resident". The window is not the calendar year. It is any 12-month stretch that ends inside the tax year. Say you spent all of 2026 in Almaty and leave in March 2027. The stretch from 2 January 2026 to 1 January 2027 ends in 2027, and you were here for nearly all of it. Read literally, you are a Kazakh tax resident for 2027 even though you spent barely ten weeks of that year in the country. That reading is ours, taken from the wording; ask a local accountant to confirm it against your actual travel dates.
Why it matters: under Article 221, residents pay Kazakh tax on income from sources both in and outside Kazakhstan, while non-residents are in principle taxed only on Kazakh-source income. Gains on coins you sell in the year you leave, on any platform, still count under Kazakh rules, and whether you must file Form 270.00 the following year is decided by the usual conditions. How gains are worked out and what goes on annex 270.06 is in the Form 270.00 guide.
The centre-of-vital-interests route mostly affects Kazakh citizens and permit holders. If your spouse and children stay and the family flat is still there, a full year abroad does not end your residency on the wording of the law. A foreigner here only on a work permit usually fails the first condition.
Do you need to file a return before departure?
You will find claims online that everyone must file before leaving. Most of them come from the old tax code or from other countries. Under Article 418 of the current code the general deadline for Form 270.00 is 15 September of the year after the reporting year. The only people the article requires to file before the departure date are tax-resident labour immigrants (трудовые иммигранты) with income listed in Article 373 who leave during the tax year.
"Labour immigrant" is a specific status, not a general word for foreign workers. The permit rules approved by Labour Ministry Order No. 123 of 2022 define it as a migrant who came as a domestic worker employed by a private household, with a separate permit and income tax paid in advance. If a company hired you under a work permit it obtained, you are not in this group. If you are unsure which permit you had, ask your tax office.
For everyone else, leaving does not trigger a return, but the 15 September deadline does not disappear because you are abroad. The practical question is whether next September you will still be able to log in to the taxpayer's cabinet (cabinet.kgd.gov.kz) or eGov. Logins normally need a digital signature (ЭЦП) or a phone number registered with eGov for SMS codes, so check when your signature expires and whether you will keep your local number. Log in to both once before you leave, while the signature and the SMS code are still easy to fix, rather than finding out next September.
Can unpaid tax stop you at the border?
Since 1 July 2026, Article 189 of the Tax Code lets the tax authorities seek a temporary ban on leaving the country. Regional State Revenue offices describe it narrowly. It applies to heads of legal entities (or their deputies), heads of branches, individual entrepreneurs and people in private practice. The debt must exceed 27,000 monthly calculation indices (MCI), stay unpaid for over three months, and enforcement steps such as freezing bank accounts must already have been taken. A court then has to approve the order.
An ordinary individual who sold some crypto and never registered as an entrepreneur is outside that article. Exit bans can rest on other grounds, such as court judgments or child support, which have nothing to do with tax and are beyond this guide. The more realistic cost is that unpaid tax or a missing return stays attached to your tax number, and you will have to explain it the next time you deal with a Kazakh bank or come back.
Binance Kazakhstan: keep it, close it, or leave it alone?
We use Binance Kazakhstan (BN KZ Technologies Limited, authorised by AFSA, the regulator of the Astana International Financial Centre) as the example because its terms are specific. The terms page says it was last updated on 23 April 2025; we read it in October 2026. Other licensed platforms have their own rules; you can check a name first in the AFSA register lookup.
Leaving it alone is the worst of the three options. Under section 19.2, after 90 consecutive days without logging in, the platform may notify you that it intends to treat the account as dormant. Under section 19.3, if you do not respond within 30 days it may convert your digital assets into a different digital asset, transfer the account to an affiliate, a third-party custodian or an isolated wallet, charge a dormancy fee (no amount is given) or close the account. A dormant account that has been closed cannot be reactivated; you would have to open a new one.
The dormancy notice goes to the email or phone number on the account. If your Kazakh SIM lapses after you leave, the 30-day window can run out without you ever seeing the notice. Before you go, switch the contact details to ones you will still receive abroad.
Keeping it works if you can do two things: log in every couple of months, and update your details after you move, as section 7.3 requires ("You must update this information whenever it changes"). Check too whether your destination is on the platform's prohibited list. Section 2.1(g) excludes people resident in countries where using the service is illegal or that are on that list, and section 20.5 says services may be restricted while you are in such a country, with no VPN workarounds allowed.
Closing it: section 19.1 lets you close the account at any time through the platform's procedure, with no closing fee, unless there is a pending transaction, an open dispute, money owed to the platform, or a freeze on the account. Section 19.2 requires you to withdraw all digital assets on closure. So the withdrawal comes first, and the destination is worth settling before you fly: a platform you can use in your new country, or a self-custody wallet (see the self-custody guide for seed phrases). Moving coins between platforms works like any other withdrawal: check the network and address, and send a small test amount first.
Our view: if you know you will not be back within a year and are not confident you will log in on schedule, withdraw and close before you leave rather than keep an account that can be switched to dormant. Opening a new account on your return is simpler than recovering an old one whose assets were converted and handed to a custodian. How the Kazakhstan platform differs from the global one is in this comparison.
When you can let the tenge card go
If you have been selling USDT for tenge on the Kazakhstan platform and withdrawing to a local card, that card is the last link in your cash-out chain, and it should be the last thing you touch. Roughly in this order:
- sell or withdraw what is on the platform, and bring the tenge back to the card (the cash-out guide covers the withdrawal itself);
- convert or transfer the money from the card to an account in your new country;
- export statements from the card covering every crypto-related credit;
- only then decide whether to close the card or keep it.
An unused account has its own clock. Bank CenterCredit's notice of 20 September 2024 is one example: if an account has had no movement of funds for over a year, the bank may stop servicing it and close it under Article 29 of the Law on Payments and Payment Systems, whether or not there is a balance; where an account has held no money for over a year, the bank gives 15 calendar days' notice through its website, app, SMS or email. Other banks set their own periods and channels, but closing long-dormant accounts is not unusual.
Why not close it straight away? Because you may need its statements later if anyone asks about the source of your funds. If your online banking depends on SMS codes to a local number, getting old statements from abroad turns into a detour once that number lapses, so do step 3 before you leave. What banks ask for and why is in the source-of-funds guide.
The records to take with you
Once you have left, money is easy to move; proof is not. Save these as files before departure and keep two copies:
- trade history and account statements from every platform, going back to your first purchase, not just this year;
- P2P order pages, as screenshots or exports, plus the bank statements for the payment side;
- your holdings and the price on each 31 December, and the filing receipt if you submitted Form 270.00;
- your entry and exit dates. Residency is counted in days, and passport stamps and border records are the evidence.
The first item matters most. Under Article 389 of the Tax Code, a gain is the sale price minus a documented purchase cost, and an undocumented cost counts as zero. Your new country may well ask about the cost of the same coins. Once the platform account and the local card are closed, the copy you saved is the only one left.
When two countries both call you resident
The typical problem in the year you leave is overlap. Kazakhstan treats you as resident under its 12-month window, your new country treats you as resident under its own rules, and both want to tax the same gain. Sorting that out goes through the tax treaty between the two countries, and using a treaty usually starts with a residency certificate.
Under Article 224 of the Tax Code, residency is confirmed so that a resident can apply a double tax treaty, or for other use abroad. The certificate is issued on the taxpayer's application by the tax office one level above the one you are registered with, can cover past or current calendar years, and the procedure and deadlines are set by the authorised body. What you can check before leaving is whether you will be able to apply from abroad through the taxpayer's cabinet. Whether a treaty exists between Kazakhstan and your destination, and how it splits taxing rights, we have not checked; where the sums are significant, use an accountant who knows both systems.
Questions
I came on an employer-sponsored work permit and my family lives elsewhere. Will Kazakhstan still treat me as tax resident after I leave?
Two tests apply under Article 222 of the Tax Code. The 183-day test looks at any 12 consecutive months ending in the tax year, so read literally it usually still catches the year you leave. In later years you will not meet it. The centre-of-vital-interests test needs all three of: Kazakh citizenship or a residence permit, a spouse or close relatives living in Kazakhstan, and a home there available to you at any time. With only a work permit and no family or home in Kazakhstan, you will normally meet neither test after departure, but have a local accountant check the specific years against your entry and exit dates.
Can I keep my Binance Kazakhstan account open and come back to it later?
You can, but sections 19.2 and 19.3 of the Binance Kazakhstan terms say that after 90 consecutive days without logging in the platform may notify you that it intends to treat the account as dormant. If you do not respond within 30 days it may convert your assets into another digital asset, move them to a third-party custodian, charge a dormancy fee or close the account, and a closed dormant account cannot be reactivated. If you keep it, log in every couple of months and make sure the email and phone number on file still reach you abroad.
Do I have to file a special tax return before I leave Kazakhstan?
Article 418 of the Tax Code requires a return before the departure date from only one group: tax-resident labour immigrants with income listed in Article 373 who leave during the tax year. Everyone else follows the general rule: Form 270.00 by 15 September of the following year, if you were resident that year and meet the filing conditions.
